Dougie,

I would go for the following sequence.

  (1) Upgrade 9.04 to 10.01 + Patches
  (2) Upgrade 10.01 to 10.20 + Patches
  (3) Upgrade database to 7.3.3

You can also combine step 1 and 2 by a fresh installation of 10.20. This however require a "redo" of all local customization work.
