I have seen a variation of the same thing on my NT 4.0 workstation. In my case though, java.exe eats up a ton (24M) of free memory. Easy Config will work, but it sucks up alot of memory, and when I close it, the java.exe will stick around. I do not have Designer 2000 installed, I only have Oracle 8 Enterprise Edition. I have no suggestions other than a liberal use of the end process button in the task manager.
The other thing I have noticed about Easy Config is that the "Test" function has stopped working. It worked when I first installed, but now I get an error whenever I try to test a new connection. The connection will work, just not from within easy config. It might be that the connection is dying because it can't get any memory.
