ORA-09352 - Windows 32-bit twotask driver unable to spawn new oracle task

We have Oracle 7.3 running on WIN NT 4.0. I stopped all services that come with the starter database i.e. OracleserviceORCL and OraclestartORCL. I then created a new instance and database XYZ.

When I try to start the database through the instance manager it gives the above error. In NT services OracleserviceXYZ , OraclestartXYZ , and TNSlistener are started. If I start OracleserviceORCL I am able to start the database.

I created the instance without the DBA authorization password. Oracle gave the message to ' set DBA_sid_AUTHORIZATION = BYPASS in the NT registry'. I haven't done that. Is this creating the problem?
