What is OCOPY?

I'm running Oracle 7.3 under Windows NT 3.51. I found tantalizing references to the ocopy73 utility in one of the online help files. The implication seemed to be that it was used to copy open files when a hot backup was needed. Does anyone know where I can find comprehensive info on what this utility can be used for?
