Yes it is the microsoft stuff - but no it doesn't require sqlserver. You
will need a windows app server of some description and some recent windows
clients (win2k or winxp and possibly winCE - not sure if a grid control
works on a PDA). The db can be a 64 node RAC cluster on linux for all .net
cares.
I'm semi-serious in that almost certainly .net will do what you want - the caveat is buying into a .net framework app server and windows or windowsCE clients.
