This is a known bug. Oracle doesn't "officially" support SP4 until 4.0.8, but they did create a small patch for the many of us who run SP4 due to Y2K constraints. The following is what one of their installation support group members sent to me. Follow the instructions found at the ftp site exactly. Everything went smoothly after that (until we tried to run 4.0.7 with 8i, for which bug we had to get the 4.0.7.1 patchset -- you might call Oracle and get 4.0.7.1 before you do anything else since it includes the patch mentioned below):

A problem has been discovered with the installation of the Windows NT Service
Pack 4 on systems running OAS v4.0.6.4 & OAS 4.0.7 that causes the WebServer
to fail.

Likelihood of Occurrence



There is a 90% chance of encountering this problem. This problem only affects systems running Windows NT 4.0 with OAS v4.0.6.4 & 4.0.7 and Service
Pack 4 installed.

Possible Symptoms



  The most common symptom is that the WebServer Oracle Request Broker (ORB)
  process does not start.

  Error OWS-20214: The OAS processes can not be started, because the

                    CORBA orb processes can not be started.

Workaround



  Deinstalling Service Pack 4 and returning to Service Pack 3 resolves the
  problem for most systems.

There is a patch available for OAS 4.0.7 which will allow this version to
run

   successfully with SP4. This patch can be downloaded from the following
site:

You may also want to make sure that your system meets all of the requirements
necessary for a successful implementation of Oracle Application Server. This
