This seems to be a common problem for everybody experimenting with PO8.
In PO8 you need start the listener for the database. you an do this on dos command prompt by typing LSNRCTL80 START. Then you will be able to connect to the database. You may want to remove the protocols you don't want to use from the LISTENER.ORA file located in the NET80\ADMIN directory.
