Normally, the best avenue to log bugs is through our Worldwide Support organization.
JDBC support for Oracle Customers (have customer number ready) is either at: http://support.oracle.com.
or call (650)506-1500.
Specifically with this bug, this has been already logged and corrected. The 8.0.4.0.6 version of this driver corrects the above-mentioned problem.
