Cloud Control - Public Key for ssh

I am trying to set up data guard using cloud control. One of the requirements is to make sure that cloud control has ssh access to the database servers. There is no private key in cloud control. The person that did this years ago and documented it didn't specify anything about the private key and hasn't worked here since 2020. The sys admins say they know nothing about it and that the key is on the database server somewhere. Where should I look for it and what would it be called? This is CC 13.5.010 on Red Hat 8 Linux.
