According to an Oracle rep at the last UNYOUG meeting, it's because the on-prem release of 23ai has been pushed back (again) to CY2025.

I am NOT complaining. I just wasn’t excited about upgrading to 23ai, wondering how stable it is, number of patch sets, etc.
