Reminds me of this old classic: Hard Parse For Large Partitioned Table Is
Very Slow (Doc ID 2486764.1).
We hit a similar issue this week: hard parse was taking around 2 hours of
CPU. Parallel query, four partitioned tables, but stack traces were
different. Seems that our issue was triggered by instance restarts.
