High Availability in the public cloud.

I have recently created a database and its stand-by in the Azure cloud. The version is 19.22 (Jan 24). I was able to create a database, standby in the MaxProtection mode and the fast fail-over observer. However, when I tried to use ADG redirect-dml feature (described in Doc ID 2465016.1), my Azure database told me that "the capability is not present". I've set my ADG_REDIRECT_DML parameter to true and have expected for the application to continue working, with just the application restart. I don't have the error message. I've been working on that in the office and the message was something about capability not present in the runtime. I will get the info tomorrow.
I am aware that my question is less than clear, but it is valid. It seems that Oracle is disabling features in the public cloud. I know that max_pdbs doesn't work in the cloud and I know that Oracle tries to detect whether it is running in public cloud. I would also like to see the complete list of features which are not supported in the public cloud: RAC, multi-tenancy and ADG redirection of DML are some of the features. I am unable to find a document which has such a list. I appreciate any help.
