DR test Ideas

Here is the problem. Customer wants to test DR in PHO datacenter on Oracle OCI. They have Have primary and Oracle configured data guard standby. Primary in ASH and standby in PHO. Oracle does not support opening the standby in snapshot mode and as far as I can tell it doesn't work anyway, at least on the instance I am working on.

What are some possible ways to get a copy of the standby database into an isolated VCN and open it up or make that data available for testing?
ALso Oracle only allows one standby from within the OCI control panel per database.
