OCI Dataguard - Can not open standby snapshot

I have a data guard database which the command hangs when I try to convert the database to snapshot standby in DGMGRL. I have tried taking a snapshot and activating the database, also hangs. I have tried ALTER DATABASE CONVERT TO SNAPSHOT STANDBY; which also hangs.
I checked alert log and .trc and didn't see anything stick out. What are some things I could do to try to diagnose this?
I have a ticket open with Oracle but we are in the first 24 hour/no help what-so-ever stage of that ticket.
The goal, by the way, is to get data from this STBY to another database in another VCN. I would prefer to clone it but you can't clone a DG STBY. Not sure if you can clone it if it is a snapshot standby. Network connectivity is not available between the two, at least not easily, we will be swinging disk for any media that moves over. Going with full dp export/import for now which is not my preference by a long shot. Don't ask what is being tested. Customer driven and no basis in reality whatsoever.
