Checked some of my servers running both 12 and 19. All had kernel.randomize_va_space = 2. They are all running Oracle Linux Server release 7.9.

BTW, for others, the command (referenced in the note below) used to check the value was: sudo /sbin/sysctl -a | grep randomize

I just checked our Exadata and ODA installations, including a newly-installed Cloud_at_Customer environment, and they all have kernel.randomize_va_space set to 2. It's definitely not a setting we've modified, so that's part of their stock configuration. All of our Oracle databases are 19c.
