I don't know where did you see that, but I saw it at Julian Dontcheff's site:

Now, I am not sure what the phrase "Better Error Messages to Explain why a Statement Failed to Execute" actually means, but I hope it includes personal insults to those who create tables without primary keys and use implicit type conversion. Something like the "French taunting" from the Holy Grail movie would be acceptable to me.
