I did it now on RHEL 8.7 without any issues. Your RPM must be corrupted. It should be about 30K, not 10 bytes:

[root_at_rac1 tmp]# ls -l oracle-database-preinstall-21c-1.0-1.el8.x86_64.rpm -rw-r--r-- 1 root root 30772 Jan 11 11:16 oracle-database-preinstall- 21c-1.0-1.el8.x86_64.rpm

I can get the same errors if I provide a "corrupt" RPM:

[root_at_rac1 tmp]# echo "somestring" > 1.rpm [root_at_rac1 tmp]# yum -y localinstall 1.rpm Updating Subscription Management repositories. Unable to read consumer identity

This system is not registered with an entitlement server. You can use subscription-manager to register.

Last metadata expiration check: 0:04:22 ago on Wed 11 Jan 2023 11:18:36 AM UTC.
Can not load RPM file: 1.rpm.
Could not open: 1.rpm
