Both of these work for me on 19.11 (and have since ca. 10g)

SQL> execute dbms_stats.gather_table_stats(user,'t1',method_opt => 'for columns (object_type, owner) size 128')

PL/SQL procedure successfully completed.

SQL> execute dbms_stats.gather_table_stats(user,'t1',method_opt => 'for columns SYS_STU_UCG1E7VH65UFFJ55F00#FU size 50')

PL/SQL procedure successfully completed.
