Sorry late in getting back.

Timing of this error populates alert_log, sqlnet.log and generates a trace file.  Database is 19.3, remote connections from Windows Server 2016 R2 via Oracle 19 clients.

Excuse me if a day or two goes by as my freelist digests seem to be erraticly delivered lately.  In that case, I'll also check the freelist website.
