ora_reco process throwing ORA-12154 TNS error

Unfortunately, the application our stakeholder is using cannot be upgraded, so we are not allowed to upgrade the database. A project is under way to move to a new application, but that won't be completed for another 6-12 months. In the meantime, I need to work with what we have.

I am trying to clone the production database to a dev database, but the ora_reco process keeps throwing the ORA-12154 error. I also was seeing undo segment errors. I'm guessing they are related, but I don't know how to resolve the problem. I have used the rman "DUPLICATE TO TARGET DATABASE TO" successfully just two weeks ago. No changes were made to the server or the scripts since that last run. I've used this same process at least half a dozen times since last November without any errors.

I can't seem to find any articles that will tell me what's going on and how to resolve it. Any suggestions would be appreciated.
