Enterprise dashboard alternatives

I am fishing around to create an enterprise dashboard, with 99% of the data originating in Oracle 19c. OEM 13 is one alternative, but I am looking for opinions and real world experience. The number of users would be fairly small- total enrolled maybe 25 users, concurrent users would max at 2-4. Thoughts ?
