I don't know all the details but they´re saying https://cloud.google.com/solutions/migrate-oracle-workloads Technically it's possible to use Oracle in a Google virtual machine but, for production, Oracle hasn´t licensed GCP for that.
If you were using bare metal, just licensing like a machine (processor / core factor etc)

And answering your first question about migration experience: My personal experience: In my work, we migrated our databases that ran on AWS (Oracle RDS) and on-premise all to the Oracle Cloud virtual machines running Oracle DB nativelly; It´s works fine. However, it was very necessary to migrate the rest of the workloads that relate to these bases, systems that are now also in the cloud.
We are left with a hybrid environment, everything that has not yet been migrated to the cloud runs in our datacenter on premises by accessing the base in the cloud into a vpn (ok, aware about latency issues) and the migrations are being done on demand.
At OCI also it is possible to negotiate a consumption contract and maintain a frozen value, rather than relying only on pay as go and suffering from price variations (dollar increase in my case, I´m in Brazil). and it's possible to use your own premises Oracle licenses with their VMs.
