I prefer the rules of thumb: If any of the core components like kernel, libaio, glibc, network componets, X11, udev or systemd is included in the OS patch, Oracle is re-linked. If something non-core like Perl, awk, vi editor or Apache is updated, Oracle is not relinked. My thumb has served me remarkably well so far.
