A non-obvious issue: check for stale nfs mounts.

Any process that attempts to use a non-functioning nfs mount will increase the load average by one.

And if there is some job in a loop...

Now I see the doubling of connections. A now classic problem that continues to provide me with work :)

This may be due to one or more app servers that increased the number of connections when some sql didn't run as quickly as expected, a practice that defies all logic.
