sql developer to mysql

Installed mysql connector J and configured 3rd jdbc driver settings.

Created mysql connection.

When click connect, after about 2 minutes comes back stating no response.

We have 2 other windows 7 pcs running sql developer 18.x that work. Another Windows 10 pc that works if not connected to the internal network. We are thinking something internal but do not know what since the windows 7 pcs work while on the network. My windows 10 pc does not work either per above. No idea where to look next. Proxy settings are all the same on all the machines.

Any suggestions on where to go from here?
