Hi Norm –
Yes it is confusing. We had run into some of the same things that you mention when we went thru a review and it can be costly. I think my best option is to create a new db from scratch and use chopt immediately to turn off partitioning. I don’t think any of our developers would try to use partitioning again (this is an old db) but can’t depend on that!

The saying that "if it's installed but not used means you won't get charged" is false. I was at a contract where the company was audited and had to pay a lot of £ for installed, unused options. A UK goverment department, locally, at the same time had a similar bill but running into a few millions of £.
The install guide at the time stated the above, but Oracle Licensing use a different doc, which says the opposite. We got a reduced "fine" because of that, but still had to pay.
If chopt doesn't let you disable an option, then there might be startup parameters (eg, the tuning and diagnostics pack) to disable. Otherwise you must keep auditing your database usage and prevent the option being used. Educate your DBAs, designers and developers!
And, occasionally, after a patch/upgrade, Oracle have silently re-enabled costly options. So always check. If I remember, that was during the 10.2.0.3 to 10.2.0.5 update/patch.
I've had this argument in the past with Oracle employees telling me it can't happen. I was always proven correct in the end.
