I got a response from Oracle. It is a bug. Here's the response:

I have just been assigned your issue.
It looks like your running into Bug 31912638<https://support.oracle.com/epmos/faces/BugDisplay?id=31912638&parent=SrDetailText&sourceId=3-26680223851> - SYS USER PASSWORD RESET FAILED WITH ORA-07445 ERROR. The bug says, this issue happens when the PASSWORD_REUSE_MAX is other than unlimited.
The workaround listed says, set the PASSWORD_REUSE_MAX to unlimited.
ie.,
SQL> ALTER PROFILE DEFAULT limit PASSWORD_REUSE_MAX UNLIMITED;
Or, I see there is a patch available for the 19.12 version. Patch 31912638. You can download and apply the patch, and it should resolve the issue.

I created a new database from scratch and was able to change the sys password. I have not been able to change it on any database that already existed and was patched from 19.11 to 19.12.

Hey Scott,
We will be deploying the July 19c patch set next weekend so I whipped up a database and applied the patchset to it.
No issues changing SYS. I tried with and without special characters.

And the database is on Red Hat Enterprise Linux Server release 7.9 (Maipo)

We've installed the July PSU and have been testing and found the following issue:
When attempting to change the sys password, it generates an ORA-07445:
SQL> alter user sys identified by xxxxxxxxxxxxxxxxx; alter user sys identified by xxxxxxxxxxxxxxxxxx*
ERROR at line 1:
ORA-03113: end-of-file on communication channel Process ID: 15559
Session ID: 263 Serial number: 7056
In the alert log, I see:
ORA-07445: exception encountered: core dump [__intel_ssse3_rep_memcpy()+9660] [SIGSEGV] [ADDR:0x1C] [PC:0x6F3861C] [Address not mapped to object] []
I am trying to create an SR, but it keeps returning an error 504, so I can't get that done, either.
Has anyone run into this? Is there a fix or workaround? We have production patching scheduled for Saturday morning, so this is urgent.
This is 19c (19.12.0.0) on Red Hat 7.
