Thanks so much for the response. I thought we were foolish to get to bleeding edge for a minute there.
Oracle development logged into our system last night and fixed it. I am so relieved!!
Apparently an ORA-4031 caused one of the backend processes to die. This backend process just happens to be the one that did all the work for VB and delete protected dbs. Once the RA instance was restarted things kicked off again.
It may have something to do with this:

We had the ora-4031 well before the patch too and it doesn’t cause such issues. Oracle also said ORA-4031 was supposed to be fixed in RA 19 so we’ll see if they can fix it this time.
