ORA-04021: timeout occurred while waiting to lock object

In a 12.1.0.2 database, some batches failed with error ORA-04021 (wait 5 minutes to perform a partition exchange). Another export of datapump jobs was running during the batch and I think this was the cause.

My understanding that the export should not lock any objects (I didn't use the parameter consistent in the export job and I'm not sure of the default value and whether this is relevant). Is there any way to prevent objects from being locked by the expdp job?  

Or maybe increasing the wait time?
