This sounds like a self-serving platitude of the first order. Do you have any data to base such a bold claim on? Without supporting data and a comprehensive survey, such a claim about "no org" is just a pure charlatanism. DBA is a database subject-matter expert (SME) and there are several kinds of DBA. I am a development DBA who tries to predict performance of the software product that I support before it hits the customer. My role is not reactive. There is also an infrastructure DBA, who is the person to call when your application receives "ORA-00257 Archiver error. Connect internal only until freed" at 3AM or when you receive ORA-01555 because your UNDO tablespace is too small. Those are relatively simple, although ORA-01555 can be really tricky to debug. However, you can get all kinds of ORA-00600 or ORA-07445 and then you need someone who knows how the database works. It's much harder to be a DBA than a charlatan who speculates about what no org wishes or doesn't wish.
