You can use conversion api script provided by Tim: https://oracle-base.com/dba/script?category=miscellaneous&file=conversion_api.sql

Out of experience a lot of gc current request hangs/long waits were caused by bugs, I suggest you to also cross check the list of bugs for your DB version.
