The sized ones (not default cache) was INTENTIONALLY left out of automation with extreme prejudice.

(I disagreed vehemently. But the forces in control at the time were all about making things as simple as possible for the routine case, who in their minds should not be using non-default sized pools.)

This is NOT a technical issue other than they intentionally left it out. Initially (at least, possibly still) if you used any non-default sized pools you had to manually manage the whole shebang.

Subject: does sga_target cause resizing of db_32k_cache_size

Does Oracle resize db_32k_cache_size from its default value automatically as needed or is db_32k_cache_size a manual setting only?
