Did you have ANY partitions that should have been candidates for stats
gathering ? If so can you go back into the optimizer stats history and
check whether any column in the GLOBAL stats has a histogram that changed
type.
There were some difficulties with hisograms that have been written about
(maybe Maria Colgan) with new partitions triggering stats gathering on old
partitions - but I thought was a 12c problem.
