What OS are you using, what version of database? How are you trying to start it up? From pfile? spfile? What is exactly locking your control files? If you are using an operating system, try fuser or lsof to find that out. If you are using something that resembles an operating system, try using process explorer. If you're not a DBA, how in the world did you find yourself in a position of trying to revive an unresponsive database? Also "no backup of any kind" sounds extremely funny. Try calling Oracle Consulting, they are probably able to revive your database.
