July PSU Download Issue

I know the July PSU just came out, but has anyone tried to download the 19c patch? When I click on the link, I get:
Details for Patch 31326362 not found.
The patch availability document has the following:
Combo OJVM Release Update 19.8.0.0.200714 and Database Release Update 19.8.0.0.200714 Patch 31326362<https://support.oracle.com/epmos/faces/ui/patch/PatchDetail.jspx?parent=DOCUMENT&sourceId=2664876.1&patchId=31326362> for UNIX, or
I tried to open an SR with Oracle, but there's no option even close, so I know that will take a while to get any response and I need this ASAP.
