If SQLDev (and the jdbc driver are working) that means you’ll also have SQLcl avail if you’re needing a CLI.

As a workaround I just downgraded Oracle Clients to 18

We have a 19c (19.1) database in “bare metal Azure” that I’m trying to access with TOAD or SQL*PLUS and the Oracle 19c (19.3.0.0) client. I keep seeing an ORA-12367 (Packet receive failed) error. SQLDeveloper can access (using TNS) just fine.
If I try with the Oracle 12 client, everything works perfectly.
I just did a quick search of MOS and couldn’t find anything; so I’ve got an SR open; but also wanted to see if anyone here has seen the same thing.
