I guess you are referring more to instance caging - so the interaction between cpu_count and resource manager. CPU is only limited (aka. caged) if you have an enabled resource plan with "cpu_managed = ON". The DEFAULT_MAINTENANCE_PLAN is "cpu_managed = ON" and so you got this CPU limit of cpu_count in this time window. In consequence CPU caging is not active outside this time window by default :-)
