I always do RMAN backup. You upgrade your database, you back it up and discard all of your pre-upgrade backups since they can no longer be restored. I have upgraded 12.1.0.2 database to 19c and have tested recovery because the client wanted their development DB refreshed from production. The desired backup was made available and the client has run their "masking" script. Restore worked just fine. I don't see any need to change the backup strategy with 19c.
