Certified or not . As Tim said it already works. On github you can already try and play with 1 - 19c database install builds on:

3- And finally with few tweaks I got RAC 19c to work on OL8 and Centos8. Stay away from RHEL8 if you want to test RAC19c because it's a nightmare (2nd node ocr gets corrupted right after being attached during gridsetup .. tried like a lot of times)

weirdly enough I never thought RHEL would be more bug prone that its clones.
