For starters, you could stop using the embedded listener and stand up ords. Get a proper cert, and the embedded Jetty webserver will serve up your apex pages happily in https only if you desire.

Running APEX.
Does anybody know a way I can start a database with http(s) disabled? I have a dataguard copy I need to activate but it will try and use the same port as my prod database.
I do know I cam change it once its up but we have lost transactions because of the brief delay before.
