I’m afraid it works on my machine just fine. Make sure you’ve got the
control_management_pack_access parameter set to diagnostic+tuning.
Have you tested a query with /*+monitor*/ hint to force capture (as opposed
to finding a query that takes >5 seconds or uses parallelism).
How did you do the upgrade?
