JVM and XDK

Is XDK mandatory when JVM is installed? Here I mean the components installed by scripts ?/xdk/admin/initxml.sql and ?/javavm/install/initjvm.sql, respectively.
The official Oracle documentation doesn't mention XDK when installing JVM, see https://docs.oracle.com/en/database/oracle/oracle-database/18/refrn/java-scripts.html#GUID-F41CC31A-EFA7-44A3-A18E-2DBF57D47560
In contrast, the MOS note "Safe repair/reinstall of the JVM Component in 11.2 and up (Doc ID 2314363.1)" includes XDK.
Here's the background of my inquiry: we've been installing XDK so far only when explicitly requested by the application. It might sound like hair-splitting, but, in general, we deploy features and options solely when necessary. This practice has helped us reduce the exposure to security threats and other bugs. Also, we can skip some PSUs if, for example, the affected components are not installed.
But, one of the recent PSUs failed, because XDK was missing on top of JVM. The patch installation went well after installing XDK.
