Cloud Control 13c Questions

I have installed Cloud Control 13c (13.2) and have started migrating systems to it. A couple of things have happened that don't look right and I think they are both issues with Cloud Control.
First, it is reporting physical standby databases as down. Cloud Control 12c reported them as up. I don't know how to correct this, unless it is expected behavior.
Second, one pairing of Data Guard instances got messed up and Cloud Control thinks that both are Primary. I've checked everything under the covers and Data Guard knows which is primary and which is the physical standby. I can do a Data Guard verification within Cloud Control and it is fine. I can do a switchover from Cloud Control and that works fine. How do I get Cloud Control to correctly identify the physical standby?
