It is soooo funny to see how that rumor keeps going on out there. If we really thought that 13 is an unlucky number and is to be avoided at all costs, would we have released OEM 13c (https://docs.oracle.com/cd/E63000_01/EMCON/overview.htm#EMCON109)? Probably not! And technically speaking we switched to YYQ. ;)
That is unlikely to happen. We already got Oracle Cloud Infrastructure, nothing to do with Middleware though: https://cloud.oracle.com/cloud-infrastructure
