Patents are expensive. World-wide patents are insanely expensive for a smaller enterprise. It's literally not doable.
It's not quite that simple, I think.
Plus, I don't think that the only reason to want to wrap code is IP - another reason I see is: "don't mess with it". Imagine if Oracle's internal PL/SQL code wasn't wrapped. People are already tampering with the data dictionary (because they can see it) - if they could do the same to the packages ...
I think those websites - if for ethical reasons only - shouldn't exist.
