            Shareplex like Golden Gate is not HA. It’s a good product for a medium sized database. My db blew out Golden Gate. Flip a terabyte of log files a day and replication gets interesting.

There's a product by Dell named Shareplex, maybe that would work for you.

There's also another Korean app named MCCS, which uses a single instance and 2 servers, but the switch between nodes is not clean, there's an interruption (works like a Windows Cluster, which could be also an option if you are running on Windows).

The only difference is the price: for fail-over cluster, you don't need another instance, which means that your budget will take a much smaller hit.
