I have been told by individuals who have gone through a license compliance check that Oracle License compliance does not rely on the dba_feature_usage_statistics view results by themselves to determine compliance as the view is unreliable. The results are used as a starting point which triggers additional querying by the compliance inspectors to see if a feature is actually in use.

It was not created by DBA but comes out as Partitioning user in view. It is owned by AUDSYS in mutliple 12c database for CLI_xxx objects. Is it bug that dba_feature_usage_statistics see them as user partitions.

If this partioned index is default for unified auditing, it will be registered in the dba_feature_usage_statistics as partitioning (system), if you created it then it probably will show as partitioning (user). If you are trying to solve a performance issue regarding Unified Auditing maybe you should take a look at this Doc ID 2212196.1
