OEM 12cR3; blackout everything?

We are applying Linux patches and bouncing all the servers.  

I would like to blackout everything in OEM before the bounce.  

I am aware of the -nodeLevel option on emctl.  

I am hoping for something more powerful perhaps in emcli?  

Has anyone done this? Any ideas?
