You'll need to define your requirements to get a more sensible answer. When you've done that you'll likely find the documentation at https://docs.oracle.com/cd/E73210_01/EMVWS/toc.htm helpful.

Since you are on 13c I'd suggest BI Publisher is a better bet than Information Publisher.
