Assuming one has a defined directory, a direct access to the OS (in the form of shell access is not needed) - one might operate on that through UTL_FILE. Of course this also means that all the operations like populating of that table would be processed through the UTL_FILE, so not necessarily reasonable, yet could be possible technically.
